Division Rules

Shetland Division House Rules

Revised: April 7, 2015

  1. All Shetland games will have a soft time limit. Meaning no new inning can begin after 1 hour and 15 minutes. For example;  if an inning ends at 1 hr 14 minutes a new inning will begin and be completed.
  2. Five-run rule is to be enforced every inning. The ball is dead or an inning ends when the fifth run crosses the plate or the third out of the inning is recorded.
  3. The mercy rule WILL NOT BE IN EFFECT for the season.
  4. For 5-6 year old players, the coach will pitch from a pitching machine 3 pitches if no hit occurs they get 2 swings off of the tee no hit in play results in an out.
  5. For 5-6 year old players the coach may elect to give the batter all 5 pitches from the machine (that batter will not be able to use the tee for the rest of the game) no hit occurs after 5th pitch the batter is out.
  6. Foul balls are considered a pitch to the batter. Example: If a batter is on his 5th pitch fouls off the pitch the batter will be called out.
  7. 3-4 old players will receive 5 swings from a tee. A manager may elect to pitch 3 pitches from the machine and 2 swings from the tee format with any 3-4 yr old players, but if a manager chooses this for a player, that player must continue to use this format for the remainder of the game.
  8. Managers must let the scorekeeper know the child’s age prior to start of the game by listing the age on the scorecard (line-up). The official scorekeeper must record if any 3-4 year old players started with a tee or a pitch by indicating T or P next to the players name in the score book if this is not done, any protest from the opposing team in regards to a player switching formats will result in an out. 
  9. The inning will end when 3 outs are recorded or 5 runs have been scored by the offense. Once the 5th run crosses, the ball is dead, the inning is over and no other runs will score or count.
  10. One base is awarded an all over throws along the first and third base lines.
  11. All outfielders must be a minimum of 15 feet behind the bases.
  12. For Perris Shetland teams playing each other, THE HOME TEAM IS RESPONSIBLE FOR SETTING UP THE FIELD AND KEEPING THE OFFICIAL SCORE BOOK, AND THE VISITING TEAM IS RESPONSIBLE FOR TEARING THE FIELD DOWN. For all other games the host will be responsible for both set up and tear down.
  13. Managers are responsible for the conduct of the players, parents, their coaches and themselves. Enticing the crowd for negative response, profanity, and/or any behavior deemed as bad sportsmanship will not be tolerated and will result in ejection and can be grounds for removal as a coach/manager for the season.

Pinto Division House Rules


  1. All games will be 6 innings with no new inning after 1 hour & 30 minutes. This means if an inning ends at 1 hour & 29 minutes a new inning will be played.
  2. The 5 run rule will be in effect for innings 1-5. If five runs occur before the 3rd out, the inning will come to an end and the teams are changed. Inning 6 will be an open inning.
  3. Kid pitch is mandatory in all innings. For the safety of the kids, pitchers may go 2 innings a game and 4 innings a calendar week with 40 hours rest between games.NO BREAKING BALLS ALLOWED.
  4. There shall be no walks in the game. If a pitcher gets to ball 4, the batter will get an extra TWO PITCHES from his/her coach. If the batter fouls off the second pitch, the batter remains at the plate until:
    A .The ball is put in play.
    B .The batter swings and misses.
    C .Batter lets pitch go by.
  5.  
    During the two pitches to the batter, the coach must be in contact with the rubber during the delivery of the baseball. During this time, the pitcher may be positioned anywhere within the 8ft circle surrounding the mound. A pitcher is considered in the circle as long as the pitcher is touching the line of the circle. Example: pitcher has his whole body outside the circle, but has one foot on the chalk of the circle the pitcher is considered in the circle.
  6. In the event that a batter is hit by a pitch thrown by a kid pitcher, the batter shall be awarded first base.
  7. No leading off. Runner must remain in contact with the base until the ball crosses home plate. PENALTY: THE TEAM WILL BE ISSUED A WARNING ON FIRST OCCURRENCE, OR UMPIRE MAY BYPASS WARNING AND RULE THE RUNNER OUT. Stealing is allowed while player pitcher is pitching but can not steal home. HOME IS CLOSED. Example runner is stealing 3rd and the ball is over thrown the player can not advance home.
    • After April 7th no more coach pitch kids will pitch entire game with walks and home plate will be open to steal. Runners must still remain in contact with the base until ball crosses the plate.

    One base is awarded on all over throws down the first and third base lines.
  9. When the ball is returned from the outfield and controlled by an infielder, only runners in the process of advancing to the next base will be allowed to continue to advance, but must stop at that base.
  10. For Perris pinto division teams playing each other, THE HOME TEAM IS RESPONSIBLE FOR SETTING UP THE FIELD AND KEEPING THE OFFICIAL SCORE BOOK, AND THE VISITING TEAM IS RESPONSIBLE FOR TEARING DOWN THE FIELD. For all other games the host league will be responsible for both set up and tear down.
  11. Managers are responsible for the conduct of the players, parents, their coaches and themselves. Enticing the crowd for negative response, profanity, and/or any behavior deemed as bad sportsmanship will not be tolerated and will result in an ejection and can be grounds for removal as a coach/manager for the season.
  12. The distance Between the diamond and the pitching mound is 38 Feet.


Mustang, Bronco and Pony Division House Rules

  1. Game length for Mustang division shall be 6 innings or 1 hr 30 mins time limit will be enforced, meaning no new inning after 1 hr 30 mins. Example if the inning ends at 1 hr 29 mins another inning shall be played.
  2. Game length for Bronco and Pony shall be 7 innings. Time limit for Bronco division 1 hr 45 mins no new inning. Pony Division 1 hr 55 mins no new inning will be started once the time limit has expired. If time expires in middle of inning the inning must be completed (This applies in all divisions).
  3. MUSTANG DIVISION: The 5 run rule will be in effect for innings 1-4. If 5 runs occur before the 3rd out, the inning is over and the teams change. Innings 5-6 will be open innings.
  4. BRONCO DIVISION: The 5 run rule will be in effect innings 1-5 and innings 6-7 are open.
  5. PONY DIVISION: The 5 run rule will be in effect innings 1-4 and innings 5-7 are open
  6. For Mustang no breaking balls will be allowed if batter swings it is live other wise it will be considered a ball. Mustang pitchers may pitch 3 innings a game and 6 innings a week with 40 hrs off after pitching 3 innings in one game. Bronco pitchers may pitch 4 innings a game and 8 innings a week with 40 hrs off after pitching 4 innings in one game. Pony pitchers may pitch 5 innings a game and 10 a week with 40 hrs off after pitching 5 innings in one game.
  7. Slide or avoid on any close plays failure to do so will result in A out. Will be a judgment call by umpire.
  8. For Perris Mustang, Bronco and Pony division teams playing each other, THE HOME TEAM IS RESPONSIBLE FOR SETTING UP THE FIELDAND KEEPING THE OFFICIAL SCORE BOOK, AND THE VISITING TEAM IS RESPONSIBLE FOR TEARING DOWN THE FIELD. For all other games the host league will be responsible for both set up and tear down.
  9. Managers are responsible for the conduct of the players, parents, their coaches and themselves. Enticing the crowd for negative response, profanity, and/or any behavior deemed as bad sportsmanship will not be tolerated and will result in an ejection and can be grounds for removal as a coach/manager for the season.
  10. These are the distances between each of the selective divisions, from home plate to mound: Mustang-44 Feet; Bronco- 48 Feet; Pony- 54 feet.


Softball 8 & Under Division House Rules

Players of league age 7 and 8 as per PONY regulations.
PLAYING FIELD:

  1. Distance between bases is 50 feet.
  2. Pitching is 30 feet from home plate.
  3. Fields are to be marked with a circle surrounding the pitcher’s mound, 8 feet in radius.
  4. A line at 10 feet from first or third base shall be placed on the field. Defensive players may not encroach in this area until pitched ball crosses home plate

GAME DURATION:

  1. No new innings may start after one hour and 15 minutes of play. Six innings maximum.
  2. An inning started must be completed, unless the time limit has expired and the home team is at bat and ahead.
  3. Maximum 5 runs per team / per inning.
  4. No Mercy Rule in effect. The game is played until time has expired (even if mathematically one team cannot catch up with the other team).
  5. Score is kept, not no standings will be kept

PITCHING: 

  1. Maximum two innings per game and Maximum Four (4) innings in a calendar week
  2. No walks allowed in this division. Player pitcher will throw until a strike out, a hit or ball four occurs. When ball four occurs the coach pitcher will come in and pitch remaining strikes left in count if batter fouls off the third strike they keep batting until hit no swing or strike three.
  3. Player Pitcher: Both of the pitcher’s feet must be in contact with the pitchers plate to begin the delivery. The first step must be forward and toward home plate, not backwards. PENALTY: 1st time warning all others will be a ball.
  4. Coach Pitcher: After the ball is hit, the pitcher must move to the opposite side of the field were the ball is hit.
  5. Coach Pitcher: Can not communicate with the players on the field.
  6. As soon as a pitcher delivers one pitch to a batter the pitcher shall be considered as having pitched in one inning

PLAYING RULES:

  1. CONTINUOUS BATTING ORDER, regardless of defensive play. The batting order is established by the manager on the line-up sheet given to the home team’s official scorekeeper.
  2. MUST PLAY RULE: Each player listed on the game’s roster will play every other inning on defense. PENALTY: Upon notification to the umpire by the opposing manager, the manager in violation will be ejected for the remainder of this game, PLUS the following game.
  3. Ten players may be used defensively. Four players in the outfield.
  4. The outfield is designated as starting ten feet beyond the base line. All outfielders must be in the outfield each time a pitch is made.
  5. If an attempt to get a runner out results in an overthrow, all runners may advance one base on over throws to first or third.
  6. Once a runner has stopped at 3rd base and in the umpires judgment play has stopped the runner can only score by a batted ball. Runners may not steal home on a pass ball.
  7. No leading off. A runner must remain in contact with the base until the ball passes the pitchers hip. PENALTY: Runner is out. Ball is called dead.
  8. When the pitcher is in possession of the ball (in the circle), and in the opinion of the umpire all play has stopped, the umpire shall call time.
  9. A ball thrown back to the pitcher, from the catcher is a dead ball.
  10. BUNTING: Not permitted. PENALTY: Pitch is a strike and the ball is dead.
  11. No infield fly rule and Dropped third strike rule does apply.
  12. Throwing bats is not permitted. 1st offense will be a warning. 2nd offense may be called out. (Umpire judgment).


Softball 10 & Under Division House Rules



Players of league age 10 and under as per PONY regulations
PLAYING FIELD:

  1. Distance between bases is 60 feet.
  2. Pitching is 35 feet from home plate.
  3. Fields are to be marked with a circle surrounding the pitcher’s mound, eight feet in radius.
  4. 11 in optic yellow softball

GAME DURATION:

  1. No new innings may start after one hour and 30 minutes of play. Six innings maximum.
  2. An inning started must be completed, unless the time limit has expired and the home team is at bat and ahead.
  3. Maximum 5 runs per team / per inning.
  4. No Mercy Rule in effect. The game is played until time has expired (even if mathematically one team cannot catch up with the other team).
  5. Score is kept, nut no standings will be kept.

PITCHING:

  1. Maximum three innings per game.
  2. Maximum six innings in a calendar week.
  3. Player Pitcher: Both of the pitcher’s feet must be in contact with the pitchers plate to begin the delivery. The first step must be forward and toward home plate, not backwards. PENALTY: 1st time warning all others will be a ball.
  4. As soon as a pitcher delivers one pitch to a batter the pitcher shall be considered as having pitched in one inning.

PLAYING RULES:

  4. Base Stealing: Runners at 1ST and 2ND may steal bases. Runners at 3RD base MAY NOT steal home. They must be forced in or score by a hit or walk advancing them to home. Runners may not steal home on a pass ball
  5. No leading off. A runner must remain in contact with the base until the ball passes the pitchers hip. PENALTY: Runner is out. Ball is called dead.
  6. When the pitcher is in possession of the ball (in the circle), and in the opinion of the umpire all play has stopped, the umpire shall call time.
  7. Bunting with a runner on third base is not permitted. If the batter even shows a bunt with a runner on third base, the batter will be called out.
  8. The ball is live on a dropped third strike. The batter may advance and all runners on base may advance at their own risk.
  9. Throwing bats is not permitted. 1st offense will be a warning. 2nd offense may be called out (umpire judgment).


Softball 14 & Under Division House Rules


Players of league age 11-14 as per PONY regulations
PLAYING FIELD:

  1. Distance between bases is 60 feet.
  2. Pitching is 43 feet .
  3. The pitcher’s circle is 8 feet in radius

EQUIPMENT:

  1. 12 inch optic yellow softball.
  2. All players must wear face mask type batting helmet
  3. Players are allowed to wear metal cleats.
  4. Catcher’s must wear protective gear

GAME DURATION:

  1. No new innings may start after one hour and 30 minutes of play. Six innings maximum.
  2. An inning started must be completed, unless the time limit has expired and the home team is at bat and ahead.
  3. Maximum 5 runs per team / per inning the 6th & 7th innings are unlimited runs.
  4. No Mercy Rule in effect. The game is played until time has expired (even if mathematically one team cannot catch up with the other team).
  5. Score is kept, not no standings will be kept

PITCHING:

  1. Maximum five innings per game (Ages 11 – 14)
  2. Maximum ten innings in a calendar week (Ages 11 – 14)
  3. Player Pitcher: Both of the pitcher’s feet must be in contact with the pitchers plate to begin the delivery. The first step must be forward and toward home plate, not backwards. PENALTY: 1st time warning all others will be a ball.
  4. As soon as a pitcher delivers one pitch to a batter the pitcher shall be considered as having pitched in one inning.

PLAYING RULES:

  1. CONTINUOUS BATTING ORDER: Regardless of defensive play. The batting order is established by the manager on the line-up sheet given to the home team’s official scorekeeper.
  2. MUST PLAY RULE: Each player listed on the game’s roster will play every other inning on defense. PENALTY: Upon notification to the umpire by the opposing manager, the manager in violation will be ejected for the remainder of this game, PLUS the following game.
  3. FREE SUBSTITUTION APPLIES.
  4. HESITATION RULE: The ball is in control of the pitcher in the circle a runner may not hesitate. She must either go forward or return to the previous base.
  5. Bunting is allowed with a runner on third. Squeeze is OK.
  6. The ball is live on a dropped third strike. The runner may advance and all runners on base may advance at their own risk.
  7. Pitcher Re-entry Rule: A pitcher may be removed as a pitcher and moved to a different defensive position and then return back to pitching only once per inning. Providing. The return does not violate the substitution or charged conference rule.
  8. Throwing bats is not permitted. 1st offense will be a warning. 2nd offense may be called out. (Umpire judgment).
